An utterance which is liable to be totally misconstrued nowadays, thanks to semantic drift. The line comes from a speech Kipling delivered to the Royal College of Surgeons. He was comparing writers to physicians, and by ‘drug’ he meant medication. He would not have used that word now, because everybody would have thought he was comparing writers to heroin dealers.
