Not Mark Twain. Don’t know who said it, but it was not Mark Twain.
Like most of these “quotable quotes,” the actual person that reduced it to the form here, and attributed it to Mark Twain, shall probably remain forever unknown. The first example of something like it apparently was written by a contemporary of Mr. Clemens – but it is certainly not as pithy as this is.
(There was a funny skit in one episode of Dr. Who, where his companion kept poking at Queen Victoria to utter “We are not amused.” Her Royal Highness was certainly not amused when the companion laughed hysterically upon getting her to say it.)
